The company was incorporated on 3rd April 1991 as RISHABH CEMENT COMPANY PRIVATE LIMITED with the Registrar of Companies of Delhi & Haryana as a private limited company and subsequently converted into a Public Limited Company by Special Resolution passed on 11th August 1995. The fresh certificate after conversion was obtained from Registrar of Companies on 6th September 1995. Further the name waschanged to RCC CEMENTS LIMITED (hereinafter referred to as RCL) vide certificate dated October 19 1995. The original project of the Company was for manufacture of 50 TPD of Ordinary Portland Cement as a Small Scale Industrial (SSI) unit accordingly the Company obtained SSI Registration with District Industries Center Gurgaon under No. 050235494 dated May 181994. The Company now proposes to increase the capacity to 200 TPD of OrdinaryPortland Cement which would entail investment in Plant & Machinery beyond the limits prescribed for SSIs. On application the Company has received acknowledgement of Department of Industrial Development Ministry of Industry Government of India under Reference No.4319/ SIA/ IMO /95 dated 23rd August 1995 for manufacture of OrdinaryPortland Cement Aluminous Cement ("Cement Fondu") Slag Cement Supersulphate cement and similar Hydraulic Cements whether or not coloured or in the form of clinkers for existing capacity of 16500 tonnes per annum and proposed annual capacity of 66000 Tonnes at Village Sunari and Chundarika sub-Tehsil Tauru Dist Gurgaon in the state of Haryana.The company''s 50 TPD project was appraised by Haryana Financial Corporation for a term loan of Rs. 90 lacs at a total cost of Rs. 161.07 lacs however the total cost incurred as on 28.06.1994 being the date of commercial production was Rs. 149.13 (lacs duly certified by the Auditor resulting in saving in cost by. Rs. 11.94 lacs.Although there was a time overrun mainly for the reason that the loan agreement with Haryana Financial Corporation was executed on December 011992 as against the loan sanctioned on April 01 1992.RCL is an existing profit making company involved in manufacture of 33 grade ordinary Portland cement having an installed capacity of 50 TPD. The company is operating at 80% capacity utilisation. The company today has market presence in the markets of Delhi and Haryana. Its productsare marketed under the brand name of RISHABH and RCC. The Company has obtained 151 registration for 33 as well as 43 Grade Ordinary Portland Cement. It has appointed professionals for its Quality Control and has its own well equipped laboratory.The company is presently planning to expand its capacity for manufacture of Ordinary Portland Cement from 50 TPD to 200 TPD. The company is located in Zone A comprising centrally and state notified backward areas thus eligible for Sales Tax Exemption for 9 years at 90% of additional Fixed Capital investment Subject to Rs.5 Crores andelectricity duty exemption for the expansion phase. The company has already started manufacture of 43 grde Ordinary Portand cement w.e.f. October 13 1995 for which Bureau of Indian Standard has permitted to use "ISI" brand vide letter no. FDO\L-9095890 dated October 13 1995 operative from October 13 1995 and valid upto October 12 1996.The expansion project has been planned at a total cost outlay of Rs. 653.59 lacs which is to be part funded by HFC to the extent of Rs. 185 lacs. The Company expects to commence commercial production by May 1996.There has been no problems regarding labour and/or closure in the past.There is no delay in the implementation of existing project as given in the appraisal report of Haryana Financial Corporation vide its letter No. HSC/14B/95/2351 dt. 28th September 1995.
